The Bill (Reg. No.2298) coordinates national legislation in the sanitary, veterinary and phytosanitary sectors with the regulations of the WTO agreement on conduct of sanitary and phytosanitary actions. Inter alia, the Bill supplements the effective Law with a new term "acceptable identification", and specifies the terms "a contaminant", "top level of leftovers" (highest possible level of leftovers) and several other terms.

Pursuant to the Bill, "a contaminant is any biological substance, especially germs and their parts, chemical substance (pesticides, toxins), remnants of veterinary drugs (including hormones), tranquilizers and thyreostatic речовин, antibiotics, salts of inorganic substance, radioactive substances and products, and other substances that exceed the top limit of remnants established by the international standards, instructions and guidelines, and which can be dangerous for human and animal health.
